It will shrink if the cement content is too high. However, I guess adding too much cement to the wet-mixed mortar is impossible since the cost cannot bear it. It may be that you using too much retarder.

The specified requirement is not less than 3 minutes, but generally it is still string on the road when the car is running; there will be a stirring effect. Generally, 60s is enough.
