Can add a moisture repellent to the tile adhesive for swimming pools effectively resist saltpetering?

The customer requires swimming pool tile adhesive without saltpetering. The formula given by the manufacturer is to add a moisture repellent to the ordinary tile adhesive formula. Is it helpful?

Adding Silicone hydrophobic agent is useful.

It's useless. Silicone doesn't have much use in an environment like a pool other than reducing adhesion.
Use resin if you want to avoid saltpetering at all.
